We need a word for "unintended consequences" that are entirely foreseeable

Okay, I was far from the only one to predict this* when the DOT imposed it's policy of fines for late flights, unless the flights are canceled, but Continental has officially announced it's policy will be to cancel all flights that threaten to hit the time limit that would lead to fines.  This is what happens when you impose simple rules on a complex system.

* Could anybody in the Libertarian region of blogospace not see this coming a mile away?  Hell, could anybody who's seen Brazil or read Catch-22 or developed the slightest scepticism about top-down control be very surprised by this?
